Microsoft recently released a new cumulative update for Windows 10 devices. This time the Redmond giant targeted systems that are running .NET Framework 3.5 or 4.7.2.
Update KB4489192 can be downloaded on Windows Server 2019 and Windows 10 v1809 (also known as the Windows 10 October 2018 Update) systems.
The April 2019 Patch Tuesday cycle is expected to land next week and bring a batch of cumulative updates to all Windows versions.
This time Microsoft is going to release both security and non-security fixes for Windows 10 along with its built-in modules. These modules include the Windows Scripting engine, IE and Microsoft Edge, and Windows Subsystem for Linux.
KB4489192 changelog
KB4489192 comes with three important improvements and fixes. We’ll list them below.
Date parsing bug fix
Previously, the framework threw an exception when “the year in the parsed date is greater than or equal to the start year of the next era”.
This update brings a fix to this bug so that the users don’t have to experience this error any more.
Japanese Era dates format
This release comes with an update for the Japanese Era dates. The update brings some changes to the format pattern including the year and day numbers.
Output of Gannen characters
Last but not least, the output of Gannen characters in Japanese Era formatting of first-year dates are now allowed by the framework. The fact that either single quotation marks exist or not around the “年” character in the format pattern is no longer relevant.

Microsoft has not acknowledged any known issues that come along with the update. You can download KB4489192 from the Settings page by navigating to Update & Security » Windows Update » click Check for updates.
