What to do if Windows 10 is Stuck at Reset

To perform a Hard Boot you need to hold down the power button for 8 to 10 seconds to turn off your computer. Then turn it on and turn it off by holding the power button for 8 to 10 seconds. Then you need to restart the setup processes.
